Issuance vs. Adjustment Are Different Clocks

The IRC's processing timeline depends on what's actually being requested — a first-time issuance and a later adjustment (changing the project name, investor name, schedule, or location) run on different statutory clocks, all starting from the date the agency receives a complete, valid dossier.

For a new investment project, the investment registration authority grants the IRC within 10 working days of receiving a valid dossier, once the project meets the statutory conditions.

  • Statutory timeline: up to 10 working days from a valid dossier (Clause 3, Article 39, Decree 31/2021/ND-CP).
  • Online submission via the National Investment Information System: the registration authority notifies within 5 working days if the dossier is incomplete or invalid, so the clock effectively restarts on resubmission.
Adjustments

Adjustments

Changing something on an already-issued IRC is generally faster than the original issuance, and the exact window depends on what's being changed.

  • Most adjustments (project name, investor name, schedule, or operating duration): up to 7 working days from a valid dossier.
  • Adjustment limited to a project-name change, on an already-issued certificate: up to 3 working days.
  • Location adjustments tied to administrative-boundary/local-government reorganization: 3 working days in some cases, per Decree 239/2025/ND-CP.
